Hi, I was wondering if anyone could tell me how the command order Reichsveteran works. It looks like you get +1 to dice rolls but does it just benefit units on the command tile? Also in the SS Panzer Division is the tile with tracks & blue arrows pointing up & down on it, what does this do?

Please help….
